Harris was the bureau chief for the Associated Press between 2006-2009 and between the AP and The Wall Street Journal, he held postings in Dakar, Senegal, Singapore, Stockholm, Sweden, Brussels and New York. Now a Brussels-based consultant on African affairs, he has also participated in journalism training exercises through a DFiD-funded program aimed at boosting the capacity of Nigerian journalists to cover the country’s small and medium-sized business sector.

A professor of law at Seton Hall University School of Law, New Jersey, USA, he has established himself as an expert on constitutionalism and institutional development in emerging democracies and an astute analyst of the mechanics of corruption and the design of effective methods for curbing its practice. He is the author of a number of published articles, monographs and book chapters on constitutionalism, corruption, the administration of justice, and corporate governance.

A 2011 Reagan-Fascell Democracy Fellow at the International Forum for Democratic Studies, the National Endowment for Democracy, Washington DC, Kwasi is a founding director of the Ghana Center for Democratic Development (CDD-Ghana), Ghana’s leading pro-democracy think tank and governance research institute. As director of legal policy and governance of CDD-Ghana, he worked extensively on a number of important proposed legislation. He is a leading and respected voice on the workings of the Ghana constitution and an advocate for its reform.

Mr. Prempeh has organized and made presentations at a number of successful workshops and seminars on matters relating to the rule of law, democratic consolidation, and administration of justice. He has also provided consulting services on governance, anti-corruption, land sector reform, and public finance management to a number of donor agencies, including UNDP, the World Bank, DFID, DANIDA, GTZ and USAID. His country experience includes the United States, Tanzania and Ghana.

Kwasi graduated with a JD from the Yale Law School, Yale University, in New Haven, Connecticut, and an MBA from the Baylor University Graduate School of Business, in Texas, United States. He holds a Bachelor of Science degree in Administration from the University of Ghana.

Muzong Kodi

Muzong Kodi is from the Democratic Republic of Congo. He brings to the idilmat Capacity Development Network more than thirty years of experience in training, research and consultancy in governance, anti-corruption and human rights.Read more... His experience also includes capacity building of civil society organisations in Africa and the rest of the developing world for international organisations, including Amnesty International and Transparency International. He regularly speaks at international conferences and seminars, and delivers training workshops around the world in both French and English.

He is currently based in London and works as an independent consultant. His recent clients include the African Union Commission, the European Commission, the Department for International Development (DFID) of the UK, GTZ, the U4 Anti-corruption Resource Centre, the Institute for Security Studies (ISS), and the Open Society of Southern Africa (OSISA). He is a member of the Academic Advisory Board of the International Anti-Corruption Academy (IACA), Vice-Chairman of the Board of Directors of the Diamond Development Initiative International (DDII), and member of the Boards of Directors of the Electoral Institute of Southern Africa (EISA) and the African Institute for Governing with Integrity. He is also an Associate Fellow in the Africa Programme of Chatham House (the Royal Institute of International Affairs) where he coordinates the Congo Forum.

He previously taught at the University of Lubumbashi and the University of Nairobi. Anthony is a seasoned Development Consultant/Trainer with over twenty years’ experience specializing in institutional capacity building and external aid procedures of the majors donors particularly the European Union, World Bank and the United Nations in various African, Caribbean and Pacific Countries. Anthony has provided Technical Assistance to the National Authorising Office (NAO) in various countries in the ACP region namely Solomon Island from 1998 to 2002, Sierra Leone from 2005 to 2008 and Belize from 2008 to 2010. The Technical assistance provided involved working in all phases of the project cycle i.e. programing resources from the National Indicative programmes of the respective countries to identification and formulation of priority projects, implementation and monitoring and evaluation.

As senior trainer with ITAD, Anthony was instrumental in the development of the European Commission’s Manual and Guideline on Project Cycle Management in 2004 and also delivered training courses to diverse range of stakeholders from Government Officials, Civil Society Organisation, Private sector organisations and EU civil servants Brussels, Ghana, Kenya, Papua New Guinea, Tanzania and Uganda Early in his career, Anthony worked as the Project Coordinator of the Africa European Community Association in UK, Anthony was selected for an internship Programme of the European Commission in Brussels within the Directorate General for Development.(DG8) from 1995 to 1996. She is an expert on policy responses to biodiversity and biosafety challenges with particular focus on developing countries. She has also produced a number of TV series for developing general public awareness on nutritional handling of diseases of increasing threat to developing country populations such as diabetes. She has carried out professional development workshops and has been involved in biosafety policy dialogues around the world including Barbados, Belgium, Brazil, Canada,Colombia, Costa Rica, Japan, Kenya, Nicaragua, Malaysia, Mexico, Peru, South Africa, Switzerland, and Venezuela. Dr. Galvez-Mariscal is currently Professor at the Faculty of Chemistry in Universidad Nacional Autonoma de Mexico (UNAM) and serves as the Coordinator of the University Food Program (Programa Universitario de Alimentos PUAL-UNAM). Dr. Galvez-Mariscal received her PhD (1992) in Biotechnology from the National Autonomous University of Mexico (UNAM), a Masters Degree in Food Science and Technology (1983) from the Massachusetts Institute of Technology (MIT) and a Bachelor Degree in Chemistry with a Major in Food Technology from La Salle University (1980) in Mexico. He has more than twenty years of experience in the field of development assistance. He entered the global pharmaceutical industry in 1992 and served as Senior Director covering most of Western Europe; Central and Eastern Europe; the Middle East and Africa, Paul was involved in setting up multinational research trials; negotiations with governments and health authorities; mergers and acquisitions; communication strategies; working with advocacy groups in areas such as HIV/AIDs and hepatitis; procurement and logistics and health care budgets. From 2006 – 1009 he was the Director of Development Assistance in Finance and Management of the Louis Berger Group – a US based consulting firm with more than 5000 employees. Before that Mazurelle spent 20 years of his professional career with the World Bank – of which 10 years as manager. He developed extensive knowledge of technical and strategic development issues and their economic, social, financial and institutional aspects.

His strengths and areas of expertise include: risks evaluation, projects and programs restructuring, design of programmatic approaches, multi-sectoral team leadership, implementation of complex infrastructure operations, collaboration with International Companies, policy advice on public/private governance, financial and procurement experience.

He has designed macro-economic as well as finance and banking models as an advisor to the french government. At the Court of Accounts, he developed a specific expertise in decentralization, evaluation techniques for performance measurement and public policy evaluation. He contributed actively in the development of techniques for controlling the new programmatic structure of the budget, following the french reforms.

He holds a post graduate diploma in Physics and Sociology from Ecole Centrale de Paris, bringing analytical rigor to complex issues. He has been advising the government on international economic issues and European integration.

As an associate professor, he delivers a series of lectures to Paris Dauphine University on Public Policy and Public Finance Management. He has authored a number of books and several articles in peer-reviewed journals.

Daniel Tommasi

Daniel Tommasi is an independent international consultant based in Paris. He is the author of various publications on public finance management (PFM) issues including the widely acclaimed "Managing Government Expenditure" published by the Asian Development Bank in 1999.Read more... “Managing Public Expenditure: A reference book for transition countries” published by the OECD in 2001 has been written by Mr. Tommasi as well.

Mr. Tommasi brings to the idilmat Capacity Development Network over 30 years of hands-on experience in more than 40 countries in Africa, Asia, the Caribbean, Central and Eastern Europe, and the Pacific Islands in the areas of fiscal policy, public expenditure management and macroeconomic management. He has extensive experience in advising and supporting governments in implementing budgetary reforms, public expenditure programming, debt management and preparing economic strategy and fiscal policy. Of particular added value to the idilmat Capacity Development Network is his broad experience in providing various training and capacity building to government officials as well as staff of development partners in the field of public finance management. He is currently providing training to the European Commission officials in public financial management.

Mr. Tommasi has worked extensively for various development partners, including the World Bank, the International Monetary Fund, the European Commission, the Asian Development Bank and others. He has participated in the preparation, negotiation and supervision of several programs supported by the IMF and the World Bank, either as a consultant for the World Bank staff or a direct advisor of governments. He has led multiple public expenditure reviews and public expenditure management assessments all over the world.

He has extensive experience in Africa and Asia, directly advising governments. He has been an adviser for international financial institutions as the IMF, the UNDP, UE. He has supported the Economic Planning Agency of Japan.

His experience in public finance management, debt and financial markets stems both from the practice as an advisor and as a director and board member of institutions in France such as the National Economic Statistics Office (INSEE), National Centre for Scientific Research (CNRS) and the Ministry of Education. He has written several books and numerous articles in referred journals.

Andy Wynne

He developed a post-graduate public financial management course by distance learning for the School of Oriental & African Studies, London University. Andy has also been a trainer on courses organised by the World Bank Institute and the European Commission. Mr. Wynne was responsible for the public sector in ACCA's Technical Department for seven years. He is currently working with Lagos State Government, Nigeria, on improving budget preparation. He is the editor of the International Journal of Governmental Financial Management and the ABWA Journal for accountants in West Africa. He also assisted the African Development Bank and the World Bank to finalise their joint strategy on support to Supreme Audit Institutions across Africa. Mr. Fairman started his career as a teacher in England. Since then, he has mostly worked in several developing and transition economies in Africa, Asia, central and eastern Europe, Pacific Islands and the Caribbean, focusing on macro-fiscal management and PFM.

His experience was obtained in international institutions over several years -Asian and African Development Banks, World Bank (PEFA Secretariat), International Monetary Fund - then in long-term donor-financed advisory positions in Ministries of Finance (Mongolia and Uganda). Over the last seven years, Mr. Fairman has worked as a short-medium term consultant conducting PFM diagnostics studies (including 5 PEFA assessments), preparing PFM reform strategies, and providing technical assistance.

Capacity building mainly through training has comprised an important component of many of his assignments, with courses covering all aspects of PFM, with particular focus on macro-fiscal frameworks and budgeting/MTEFs. Most recently (June-July 2009 and 2010) he was part of teams preparing PFM training courses and delivering these to EU officials.

He has designed macro-economic as well as finance and banking models as an advisor to the french government. At the Court of Accounts, he developed a specific expertise in decentralization, evaluation techniques for performance measurement and public policy evaluation. He contributed actively in the development of techniques for controlling the new programmatic structure of the budget, following the french reforms.

He holds a post graduate diploma in Physics and Sociology from Ecole Centrale de Paris, bringing analytical rigor to complex issues. He has been advising the government on international economic issues and European integration.

As an associate professor, he delivers a series of lectures to Paris Dauphine University on Public Policy and Public Finance Management. He has authored a number of books and several articles in peer-reviewed journals.

He spent 18 months in Norway and Sweden working on a United Nations funded project - Media Empowerment for Africa. He was Chair of Southwark Communities Businesses (SCB) during the inner-city regeneration of the early 1990s and later served as a member of the Croydon Education Appeals Committee.
He is the lead judge on the weekly television reality programme: The Debaters – Oratory, the Power to Change, watched all over the African continent and beyond by millions of viewers.

He sits on several boards and committees locally and internationally in an advisory capacity. He is the Charter (Founding) President of Croydon Toastmasters, Surrey – part of an international organisation committed to teaching speaking and leadership skills and is a former Area Governor of the esteemed organisation with direct responsibility for its leaders in East Surrey and Kent.
